[§202] Physical Creation During the War in Heaven
Jehovah began the physical creation under the direction of the Father1 immediately after he was called and chosen to be the creator at the grand council.2 During the 1260 Kolob years of premortal apostasy in heaven,3 Jehovah organized many uninhabitable physical worlds4 in their ascending order of intelligence.5 He created these physical worlds to become part of the telestial and terrestrial kingdoms after their resurrection.6
The war in heaven began on Kolob when the premortal church of God was restored from the wilderness of heaven.7 At that time Jehovah began to organize countless physical worlds8 for God's spirit children to inhabit as mortals.9 Each such inhabited celestial earth will become part of God's growing celestial kingdom10 after the resurrection.11 Celestial earths were created to become the dwelling places of resurrected people and creations that abide celestial law.12 Jehovah created many celestial earths in ascending order of their intelligence according to the Order of Creation.13 He ultimately created this physical earth as the last habitable world in this generation with Kolob as its inward spirit.14 Since Jehovah created a very large number of celestial earths during the war in heaven,15 the war must have lasted a very long time.16
Jehovah created celestial earths consecutively and sequentially (not concurrently) throughout the war in heaven.17 When one earth passed away another took its place.18 The rate at which habitable celestial worlds were created kept pace with the number of God's spirit children19 that kept their premortal first estate20 and were ready to begin their mortal journey in a second estate.21 God's spirit children proved themselves worthy of a second estate22 at different times23 and with different levels of commitment.24 As God's spirit children kept their first estate, however, Jehovah organized each new celestial earth as necessary. He created enough celestial earths to accommodate the fixed number of God's spirit children.25 With the creation of each new habitable world, it seems likely that "the morning stars sang together, and all the sons of God shouted for joy," as recorded in Job 38:7.26
God appointed the set time and season27 for all his spirit children to be born into their second estate on a particular world according to his foreknowledge.28 These appointments were foreordained,29 which means they were not random30 or simply a matter of chance.31 Earthly appointments were also governed by the Order of Creation,32 which took into account the measure of life-giving intelligence possessed by each particular world.33 God's spirit children differed dramatically in the measure of their intelligence,34 from the very lowest to the very highest.35 These differences in intelligence existed in part because God's spirit children differed so dramatically in their diligence and obedience during their first estate.36 Therefore, and speaking collectively, God first appointed his spirit children with the least measure of intelligence to live on the first and least intelligent celestial earth that Jehovah created37 so that the least intelligent spirit children (as a group) were matched with the least intelligent earth based on the law of obedience38 and because intelligence cleaveth unto intelligence as stated in Doctrine and Covenants Section 88:40.39
After God made all the earthly appointments for his children on the first celestial physical earth in this generation, the creative process continued for many celestial earths in ascending order of intelligence. The process continued until billions of God's spirit children with the most intelligence,40 including Jesus Christ, were appointed to live on this earth as their second estate.41 The most highly intelligent spirits were appointed to this earth last of all in this generation because this earth has Kolob as its inward spirit.42 Kolob is the most intelligent spirit world of all spirit worlds within the celestial earths of this generation, and it is also the great governing world in this universe.43
Celestial earths were continuously created and peopled44 during the war in heaven in the likeness of this earth.45 The pattern for all celestial earths were so similar to this earth that the names Adam and Eve were given to the first man and woman on every habitable world that Jehovah created.46 Since creation and peopling of each new earth was continuous throughout the war in heaven, this ongoing battle became a war of attrition.47 This is necessarily true because a fixed number of God's spirit children participated in the grand council on Kolob.48 The same spirits were present when the premortal church of God returned from the wilderness of heaven and the war in heaven began.49 Each time Jehovah created a new celestial earth for human inhabitants,50 a portion of God's spirit children left the ongoing war on Kolob to inhabit those new worlds.51 They never returned because they no longer belonged to Kolob or this earth.52 By the time Jehovah created this earth as the last physical earth of this generation,53 the only spirits still fighting on Kolob had to be those spirits appointed to this earth.
The war in heaven finally ended when the great dragon was cast out.54 That is, Lucifer himself55 was cast down to this earth because it was the last and only world left among all the worlds of Christ's physical creations.56 In addition, all of Lucifer's remaining angels were cast out with him.57 They belong only to this earth.58 Thus, when the war in heaven ended on Kolob, one third of the remaining spirits were Lucifer's angels59 that were cast down with him to dwell on this earth as unembodied spirits.60 The other two thirds that were still left on Kolob kept their first estate61 and were entitled to be born with a physical body on this earth.62 Since this earth is like all others, it must be assumed that God used the same 2:1 ratio on all habitable worlds.63 In this way, God's children have faced similar temptations on all worlds according to their several talents and abilities.64
The war of attrition on Kolob was much shorter for some spirits than for others, just as testing in mortality is shorter for some than for others.65 In the patriarchal era, for example, people lived for hundreds of years,66 but life spans today are much shorter.67 Similarly, the billions of spirits appointed to this last earth of the physical creation,68 endured the trials of war on Kolob until the Dragon was finally defeated.69 The best of the best spirits were saved for mortality on this most intelligent earth. They endured trials throughout the entire war in heaven70 because unto whom much is given much is required.71 Conversely,72 God mercifully appointed spirits of lesser intelligence to live on the first celestial world(s) that Jehovah created.73 Their days of conflict on Kolob were shortened so the Dragon could not overcome them during the war in heaven.74
Since God appointed the best of the best spirits to live on this earth as mortals,75 he logically appointed the worst of the worst sons of perdition to come here as unembodied spirits.76 This pairing (in the ratio of 2:1) preserved the necessary and equal opposition in all things on this earth as on others.77 This pairing of the worst of the worst against the best of the best explains why there is such great conflict on this earth,78 and why people on this earth are more wicked than on any other world.79 God's children on this earth are tested more rigorously than on any other world because they also possess the greatest intelligence.80 This earth and its inhabitants descend to the very deepest depths that they may ascend to the very highest heights.81
Physical worlds have been created, are created, and will be continuously created by Gods82 in an endless line.83 Some scholars imply that Christ is still creating physical worlds as part of this ongoing and eternal process.84 Christ's creative powers extend endlessly as he follows in the creative footsteps of God his Father.85 However, Christ's physical creations–those that he personally organized–were limited to adding physical element to the spirit creations of God the Father in this generation.86 Jehovah's physical creation of celestial worlds began when the premortal apostasy in heaven ended, as recorded in Revelation 12:6,87 and his physical creations ended with the creation of this earth when the war in heaven ended, as recorded in Revelation 12:7-8.88 Since Jehovah's physical creations had a beginning, they necessarily had an end.89
