[§289] Rev 17:11: Satan’s Eighth Kingdom After the Millennium
Revelation 17:11: And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.
Modern Babylon‒the Second Beast from Revelation chapter 13‒is Satan's seventh latter-day kingdom in Revelation 17:10.1 This seventh satanic kingdom will burn at the Second Coming in one day2 and become the beast that was, and is not.3 Revelation 17:8 similarly describes the fall of Imperial Rome and the rise of Papal Rome in 476 AD, as "the beast that was, and is not, and yet is."4 Revelation 17:11 omits the words and yet is5 because Modern Babylon will not rise again after the Second Coming the way Papal Rome rose again after the fall of Imperial Rome in 476 AD.6 When Modern Babylon falls, it cannot and will not rise again after the Second Coming.7 This is confirmed in Revelation 19:20, which indicates that all disembodied spirit sons of perdition that are part of the seventh kingdom of Modern Babylon8 will be cast into the lake of fire (perdition) never to be loosed again.9
Even though the seventh kingdom of Modern Babylon will never rise again, there will be an eighth earthly kingdom after the seventh.10 Satan and his unembodied sons of perdition will be at the center of this eighth kingdom.11 These evil spirits that are part of the beast that was, and is not will be cast into the bottomless pit at the Second Coming.12 But after the 1000-year millennium13 they will be loosed again for a little season as stated in Revelation 20:3.14 They will then establish this new and eighth kingdom of evil15 among millions of mortal people living on earth at that time.16
John's angelic guide17 told him that the eighth kingdom is of the seven.18 This means that even though the eighth post-millennial kingdom is distinct from the seven pre-millennial world kingdoms, Satan's eighth kingdom will have all their combined19 worldly powers and characteristics even after lying dormant for 1000 years.20 This imagery reveals that the little season after the millennium will be a time of extreme wickedness and violence.21 Michael and his hosts of heaven will again battle Satan's unembodied spirit sons of perdition22 in a spiritual battle,23 even as a physical battle also rages called Gog and Magog.24 When this battle finally ends, Satan (the Dragon) and all his followers from the eighth kingdom will go into perdition (destruction)25 to join the disembodied spirit sons of perdition who follow the Beast (Cain) and False Prophet (Judas Iscariot). These disembodied spirits will already be in perdition as recorded in Revelation 19:20.26
The end of the little season is also the end of the earth.27 At that time, the eighth kingdom will be destroyed and the beast that was, and is not shall then be no more forever.28 John describes the eighth kingdom as the beast that was, and is not. The words in this description are exactly opposite the words used in the name that describes the Savior in Revelation 1:4 and 8, as "him which is, and which was, and which is to come."29 The two descriptions highlight the opposite nature and character of the kingdoms of the beast on the one hand, and the nature and character of the person of Jesus Christ and his kingdom on the other hand.30
